13 August 1811 5 O'Clock -

My Dear Sir

          I cannot help feeling very much for unfortunate loyal and good Men. Today I find that circular Letters are sent to the Witnesses who came home from New South Wales for them to embark on board the Navy in the River this Week where a Passage is provided.  So short a Warning is truly distressing to them poor Men and what to do I do not know for their relief, unless Government would allow them pay up to the time of their leaving England, & to recommend each Person to present a Memorial to Lord Liverpool praying relief.  I have not been able to do any thing with Mr. Peele, & cannot bring into his consideration their being sent out to the Colony in so negligent a Manner to be spurned at
