find time to read my statement & my letters to the Secretary of State I think you will see a wicked & most violent man depicted as he deserves.  In a great measure the Admiralty have been the cause of all and meted the vexation I have had;  but I hope we have now a new set of men who will prevent it in future;  & give me orders how to proceed with men belonging to the Navy who behave ill, as I have requested in my letter to the Secretary of State.  The Articles of War are of little avail in the Colony where a Court Martial cannot be held for want of Offices to hold constitute a Court.

On the 15th ulto. I wrote to you by way of St Helene & I now have an opportunity by the Alexander Convict Ship bound to Rio
