administration of this country now is & indeed has been for some months past make it a most unfavourable time even amidst the present Calamities of an expensive war which had before put a stop to marine discovery & the doubt whether the event of war will give the [Government?] [indecipherable]  nation are circumstances [indecipherable] discouraging [indecipherable] present but good times may come & depend upon it [indecipherable] shall be made of the [indecipherable] have given to me without you
