whereas the frequent & excessive fluctuations to which the price of Silver Bullion has of late been subject Renders it unfit to be used as the Permanent Representative of property & where it becomes necessary for this Reason that the Silver Currency of the s country United Kingdom should be placed under the Controll[sic] of Parliament    
in order that its value may be Regulated from time to time in properties as the mercantile value of silver bullion shall be increased or Diminishd[sic] in Future be it Enacted &c.
