French Ship stayed there -
The necessity of dividing our Numbers, & establishing another footing, has long presented itself to my consideration, It would have been done sometime ago: but unfortunately at the time I had no person I could entrust with such a Command - On the Glatton's arrival I received several letters of Recommendation with a young Man one of the Lieutenants of that Ship, whose connections I believe you recollect, he is the Son of Capt John Bowen, who was Lord Howes Master in the Queen Charlotte on the 1st June 94 - and is Nephew to Lieut Richard Bowen who was killed at the unsuccessful attempt in Teneriffe you may remember him as commanding the Ship [Atlantic] that, carried Gov Phillip home.
I have at Capt Colnet's recommendation, & of course permission - giving him an order to superintend & command the Intended Settlement, which I have fixed on at Risdon Cove, near the Head of the Derwent, in the Storm Bay passage; which I was induced to do from Bass & Flinders description of it, but shall leave it to Mr Bowen, to fix on a more Eligible spot if one presents itself;
The Porpoise & Lady Nelson, will carry the first Settlers there, as soon as possible, after the Glattons departure; As he is a steady young man, I hope we shall have good accounts of his Essay - I will thank you to tell Cayley [Caley] whether You
