Ships never came. But now that a regular System is established I [can see]  And as so much depends on the Governor in loading these Ships, & having the Command afloat, I should hope their Lordships well see the Necessity of Post Captains Senior to me or Commanders being sent in these Ships - And of the Two, perhaps Commanders would be the most Eligible, as they would have promotion to look forward to - I can not, nor have I  any other interest in this [indecipherable] than what is intimately connected with forwarding the Ship Service - As it will not put a penny in my pocket - having troubled you so much in this business, I must request you do anything or nothing in it, as appear proper & right to you -
