Member, and £50 rent for the Elector, but it is now fixed by the actual ratepaying payments, and the consequence is that there is a decrease in the number of Electors.  I need scarcely point out that Electors paying rates on not less than £50 are generally conservative, and when a Member feels that he represents such a constituency his hands are strengthened in conflicts with the Assembly.  Another conservative element is to have few and large Provinces;  in place of many & small Provinces.  The larger the
