impolitic to discourage the reclamation of the waterless country by any thing like a rack rent.  The fact of such country being so long unoccupied shews that its value is very small.  It takes time (many years in dry seasons) trouble and risk, as well as expense to improve such country, and the proposed rent will stop it in many cases.
