the Minister of Lands the sole power of appointing appraisers.  Contrary to the existing practice of mutual appointments, under which the Minister has the power of appointing the compè​​re in the event of the appraisers disagreeing about the nomination of the compère, surely this power is enough for any Minister to have.  It certainly would be dangerous to give such despotic power to any Minister, as it would render squatters dependant slaves to the government of the day.

The 15th Clause fixes a minimum rent of £100 per Block of 10 miles square.  This may be very well on runs with natural
