of the usual course to stop the Appropriation Act with the view of using it as a lever to force the Executive or the Assembly into any Act, for had the Ministry been very obstinate they would have suffered dissmissal sooner than retrace their steps, and had they done so the opposition could not form a Government to carry any measures through the Assembly and we should have had another dead lock.  However the danger of taking the irregular course which a majority of the Council did, and which I fear mars the firm, moderate, and constitutional course attitude taken last Session.

Allow me to congratulate you on your nomination to a seat in the Council.  I consider it fortunate to the country that the Governor has the wise discretion of making such appointments, and as our largely interested
