the runs, were he not over-ruled influenced by Mr. Moriarty, who through my correspondence was offended I have no doubt, and drove the thing to extremities.  I would venture to say that there is no precedent for a forfeited run being reduced in size, nor is there any provision in the orders in Council to warrant it.
