arresting the transportation of convicts to N.S.W. until further intelligence arrive & until the question has been examined into by Parliament - I think you owe all this to Mr. F.

It was put to me whether there was not great danger in sending more convicts there & whether the numbers so scattered were not now beyond control & that consequently concentration should take place; to all of which I have a negative reply, provided Parliament would alter the present
