[indecipherable] the atmospheres of [indecipherable] Towns & made them foci of disease for the detriment of the whole country.  I suspect so.  I believe the whole system of sewerage to be wrong, in some way.  The [indecipherable] a denial should do the work above ground as it does in Egypt & other dry places & countries which I have visited instead of water beneath the surface being made use of as in moist & cold climates.  This [indecipherable] really should be [indecipherable] with.  I would if I were you more for a Commissioner to [indecipherable] the whole thing.  Poor dear Elizabeth & her dear Mother, indeed the whole of your band have had a sad anxious time of it.  The poor good [indecipherable]
