To: His Excellency the Governor German New Guinea

I have the Honour to convey to you on behalf of the Officer Commanding the British Troops a demand for the surrender of your Excellency and your principal officials.  I am directed by the Officer Commanding to give you safe escort to Rabaul and feel sure that Your Excellency will consider the welfare of the inhabitants of the country in coming to a decision.

My force is now moving on your latest known seat of Government Toma.
