Shipping - Two Tons to each Man - or Woman Convict
This is a full and ample allowance Ten Tons to Six persons is full sufficient but not less - however that in a great measure must depend on the Built [Build] & Construction of the Ship & its height in the 'tween Decks - for Air etc - the whole of the remaining Tonnage (after the Ten Tons for Six Convicts & the necessary Room for the Ships Company & Stores is taken up) to be for the use of Government.
Respecting fitting the Ship - the Days for loading & Unloading, the Demmurage, the mode of payments - entring into the necessary Bonds & Contracts for the Security of the Convicts & producing the proper Vouchers for the satisfaction of Government is very proper & ought to be insisted on.
Gaurd
As it will be necessary to have a Gaurd for the security of the Convicts - the Sum for that purpose either pr head - for the Gaurd or pr hd for the Convicts (Gaurd included) & to be either found by Government or the Contractor as may best suit the purpose of Government - can eazily
