A Proposition for Conveying Convicts to New South Wales

Cloathing for the Passage

1 Waistcoat with sleeves
1 Canvas Frock
1 Pr  Woollen Drawers
1 Pr Stockings
1 Pr Shoes
1 Worstead Cap
1 Round Hatt 
2 Pr Duck Trousers
2 Shirts

These articles were never allowed the convicts before, they are supposed to be sufficient for wear on the Passage and at the same time will not cost Government much more than half the expence of the articles they allow them as the convicts would make away with, sell to the Seamen, & other-ways destroy the cloathing allow'd them, which was more than is necessary for the Passage.

Cloathing to be landed for each convict & delivered into His Majisties Stores

2 Pr Woollen Drawers
2 Pr Duck Trousers
2 Shirts
2 Pr Stockings
2 Pr Shoes
1 Worstead  cap
1 Round Hatt

These were the articles of cloathing that have been hitherto usual to allow the Convicts; and delivered to them at their coming on Board the ship & which is too great an allowance, as they do destroy and make away with the greatest parts of the articles not immediately for the purpose of wearing and in no one instance has it yet appeared that they have yet brought many of their extra articles on shore with them.  This alteration would
