and we are on as polite terms as before. A Captain Kemp of the Corps seemed to be the Person the Major objects to, on which account a correspondence took place between them that was terminated by my Letter enclosed herewith. -
I would have sent you if I could have with it my description of the Colony sent to the Secretary of State, but perhaps you will have the reading of it. In that account I have shewn the necessity of a plan of Judicial proceedings more approximating to England, & recommended the Military should have no part in. Justice has likewise induced me to call for the present Judge Advocate to be superceded - he has done a deal of mischief to the country.
You will have been informed of orders being sent out to me to evaluate Norfolk Island, in doing which I am confined to the use only of the Porpoise & two small Vessels called The Lady Nelson which are very insufficient, however having aranged [arranged] my Plans, the Lady Nelson is now gone to Norfolk to take the first allottment to the Derwent where I find the most of the Setlers [settlers]
