Major Johnston closed all conditions and determinations of what was to be done with regard to the confinement I was put under, referring to Lieutenant Governor Paterson and next to yourself to decide on the measures as soon as either might arrive.  It now rests with you only to grant or refuse my proceeding in the Porpoise as before stated.
